Account billing lock after Copilot cancelled — Actions still blocked

GitHub Free / Copilot Free (was Copilot Pro for one month, then cancelled/downgraded). Outstanding balance is $0. I do not want a paid Copilot plan.

Hosted Actions still fail immediately with 0 steps:
“The job was not started because your account is locked due to a billing issue.”

The lock started around 6 Aug 2026 and is still there. Pages via gh-pages works; only GitHub-hosted Actions is blocked.

Please have Billing Operations clear the leftover billing lock / failed authorization-hold flag so free-plan hosted Actions can start.
