* fix(tools): handle binary files in the agent toolset read/edit tools Return images/PDFs as base64 image/document content blocks, error cleanly on other non-UTF-8 files instead of raising UnicodeDecodeError, and make text I/O explicitly UTF-8 regardless of locale. Fixes #1637.
