Bootstrap the reqsign website under website/: a Docusaurus site that shares the Apache OpenDAL website's design skeleton while carrying reqsign's own brand identity, with docs organized around the user journey and a machine-checked provider capability catalog that fails CI when it drifts from the workspace.

Reqsign graduated from Apache OpenDAL to a standalone ASF top-level project. Rename the site to Apache Reqsign™, move the canonical URL to reqsign.apache.org, point downloads and the mailing list at the project's own ASF locations, rewrite the governance copy, and list uv alongside OpenDAL as a verified adopter.
The GitHub repository moved from apache/opendal-reqsign to apache/reqsign as part of the top-level project setup; the old slug still redirects, but the site should link to the canonical location.
