cannot find module 'is-utf8'

running yarn commit results in the following output

$ yarn commit

$ git-cz
Cannot find module 'is-utf8'
error Command failed with exit code 1.

Same issue here after updating to 3.0.3, so for now I'm just going to...
npm i -g commitizen@3.0.2

looks like the issue was introduced with #525

#584 has add this dep.
it works on my pc,is there anyone to help me to do a check 😂

I don't know anything about testing npm packages pre-release. I have commitizen installed global - I'll test the PR for you if you tell me how :)

cd cz-cli
npm install
npm run test

I ran the tests as directed and all test passed - "40 passing (3m)". I assume all is good! :)
