enable() already splits on /\s+/g; add a regression test so
`DEBUG=\"A B C\"` / enable('A B C') keeps enabling all namespaces.

Summary
enable()already normalizes whitespace viareplace(/\\s+/g, ','). Add a regression test so space-separated namespaces (APP_X APP_Y APP_Z) all enable.Fixes #989
