Bumps Python to 3.14.7 across CI/Docker/tooling, updates a few pinned dependencies (django-environ, django-imagekit, gunicorn), and fixes two self.__annotations__ lookups that broke under 3.14's annotation handling by switching to type(self).__annotations__.

• infrastructure/applications/pycon_backend/web_task.tf: adds --preload to the gunicorn command. This is a real behavioral change (app is imported once in the master before forking workers) that isn't related to the Python version bump — worth calling out separately in the PR description/commits. Check for any module-level clients/connections created at import time (e.g. OnlyOneAtTimeTask.__init__ in pycon/celery_utils.py creates a redis.Redis client, and there are module-level boto3.client(...) calls elsewhere) that could end up shared across forked workers instead of created per-worker.
• backend/pyproject.toml: gunicorn is pinned to an exact ==26.2.0 (a 3-major-version jump from >=23.0.0) instead of a floor — intentional given the --preload change, but worth confirming release notes for 23→26 don't affect worker/signal handling.
