RFC: Production React work counters

I would like to propose a little extension of functionality aimed to define observability and improve transparency of React runtime.

Basically:

• know how many components were updated, and how many were able to bail out early
• know how many components did render
• know how many ticks were required for a commit and how many commits were made.
• how many setStates, context updates or effects had happened

Think a CPU profiler for React.

We are using it (via patch-package) for a year and every improvement we made or every incident we experienced are clearly visible via numbers.
