Port all the hoops implemented in https://github.com/guybedford/require-css/blob/master/css.js#L49 into this project for comprehensive browser support.

    I have trouble using it on PhantomJS, and Safari.
    Could it be the cause?

    No this would be for ancient IE versions, and can probably be closed.

    Can you share what issues you're hitting in Safari?
