chore: upgrade Vite+ to 1.0.0-rc.0

Motivation

vite-plus 0.3.3 keeps the workspace on Vitest 4. The new release uses Vitest 5. The browser fixture and package settings must match that release.

This change pins vite-plus to 1.0.0-rc.0 and aligns the vite and vitest catalogs. The fixtures use supported vite-plus and vite-plus/test imports. The tools package keeps upstream vite and standalone lint tools for Rust integration tests. The browser snapshot masks the API port because it can change. The private workspace requires a supported Node version. The published client keeps its Node engine range.
