IPv6 access from local IP doesn't work on master #2149

- added this to the milestone
on May 14, 2017 #2155 partially fixes this, but it does not support IPv6 yet. We need to wait for webpack/webpack-dev-server#899 and webpack/webpack-dev-server#907 to land before we can close this issue fully, but it's fine to ship for now.
